Human Capital and Training Solutions (HCATS)

R3 Government Solutions (DUNS: 831214619) was awarded a Prime contract on the General Services Administration’s (GSA) HCaTS vehicle on May 11, 2016 under HCaTS Small Business (SB) - Pool 2 – Human Capital. R3 has extensive experience providing high quality Human Capital solutions to our clients and partners and looks forward to delivering those same services utilizing the HCaTS vehicle.

Human Capital and Training Solutions Overview:

The Human Capital and Training Solution (HCaTS) contracting vehicle is a direct result of a partnership between the U.S. Office of Personnel Management (OPM) and the General Services Administration (GSA). This contract will provide human capital management and training services to all federal agencies through OPM’s Training and Management Assistance (TMA) program. By using the HCaTS contract, federal agencies can be assured that they are receiving highly qualified and reliable solutions to their human capital and training service needs. HCaTS also offers federal agencies flexibility in selecting a contract type at the task order level as it supports Fixed-Price (all types), Cost-Reimbursement (all types), Time-and-Materials, and Labor-Hour. GSA has awarded separate contracts resulting from two RFPs: HCaTS Unrestricted and HCaTS Small Business (SB) with two pools in each. HCaTS SB improves human capital management in line with HCAAF and OPM governing doctrines; maximizes return on investment in human capital management and training services; offers easy access to best-in-class solution providers; and helps customer agencies meet small business goals, receive small business credit, and support competition.
